Third-place City are set to tackle Ole Gunnar Solskjær's men with aspirations of maintaining their unbeaten start to the new Premier League campaign on Saturday (3pm BST kick-off).
Luckhurst, the Chief Manchester United Writer for MEN, has watched on closely as United started their season with one win, two draws and a solitary defeat from their opening four matches.
With Brendan Rodgers' Foxes impressing many this term, Luckhurst believes Saturday's clash could be a fascinating encounter and believes the Red Devils will need to be at their very best.
"It’s possibly their biggest test of the season so far. Leicester have played very well, they’re unbeaten, and I think there has been an awful lot of exposure on Leicester," he told LCFC.com.
"A lot of people saw in that game at Chelsea how quickly they have progressed under Rodgers and how settled they look. Gallingly for United, Leicester have a lot of exciting players, some reliable players as well, who have great Premier League pedigree, but they haven’t won there since 1998.
"This is probably the best chance they’ll have of winning at United, giving that they are out of sorts, out of form, and potentially with number of injuries in the squad.
"There’s no guarantee that all the players will be back so it’s certainly really well posed for Leicester to give United a really good game. If Leicester do actually win, it wouldn’t really register as a surprise."
Following a 4-0 opening weekend victory over Chelsea, United have been held to draws at Wolverhampton Wanderers and Southampton, either side of a home defeat by Crystal Palace.
While Luckhurst believes there have been 'glimpses of progress' on show from the Red Devils, they have also shown a degree of vulnerability so far this season.
"It felt at the time of the Chelsea result that it was a little bit misleading," he continued. "You tend to get freakish results on the opening weekend of the season.
"They were playing a team who had lost their best player over the summer, had a few injuries and a new manager – and United were clinical on the counter.
"Although, in the first half, Chelsea probably shaded it and the Wolves game was a more reliable gauge. It showed that they have improved because they lost twice to them last year.
"There’s still an awful lot of room for improvement. They obviously tripped up against Crystal Palace but I didn’t think that was a home banker either.
"United have been somewhat exposed by teams and have been guilty of being a one-trick pony. They’re not breaking down organised teams so it’s not a surprise where they are at.
"They are vulnerable. They’ve kept one clean sheet in the last 19 games, and they haven’t won away from home since playing Paris Saint-Germain.
"There are glimpses of progress across the squad, but it’s about getting points on the board."
