The 28-year-old – who spent the 2019/20 season on loan in Italy with Fiorentina – joined City in August 2018 and has made 23 appearances for the Club in all competitions.
He played 19 times and scored once in Serie A last term as Fiorentina finished 10th in the Italian top-flight.
Beşiktaş are currently 15th in the Süper Lig and are next in action when they travel to Denizlispor on Sunday 25 October.
