City head into Sunday's 2pm kick-off, their last outing before Christmas, on the back of four consecutive wins in the FA Women's Championship, which enabled them to reach the summit for the first time.
However, Gemma Donnelly's Rovers are also unbeaten across their five most recent games, a run of form which included draws against title hopefuls Liverpool, Durham and Sheffield United.
Leicester have already tackled the Lancashire outfit twice this season, winning in both the league and the Continental Tyres League Cup, but Morgan is well aware of their threats.
"They’ve gone five games unbeaten, so clearly they’ve worked on their organisation since we last played them in the Conti Cup," the LCFC Women manager said.
"In all fairness, Blackburn have always done very well against us. We’ve never had straightforward games against them. Gemma knows me inside out and I know her inside out.
"We’ve faced each other so many times over the years, so I’ll definitely expect that this third game of the season against them will be a tough battle for us.
"We can’t take them lightly. They’ve played Durham, Sheffield United and Liverpool back-to-back and they’ve taken points off all three of them.
"Obviously, the Sheffield United game’s a little bit of an anomaly because they conceded three goals, whereas in previous games they haven’t been conceding at all.
"We understand they’re going to be organised, but we’ve got a game plan which we hope can work in our favour. We’re under no illusions about the quality they possess, though.
"They’ve obviously pulled themselves into the top five in the league, so we know what to expect."
The Foxes could welcome back England Under-21s international Hannah Cain from injury after the former Everton forward's switch to City in the summer.
Cain, 21, has been out for the entirety of the 2020/21 campaign so far with a foot injury, but Morgan is hopeful that she will be among the travelling squad on Sunday.
"We’re welcoming back Hannah into the squad, which is brilliant for us," he revealed. "There’s a couple of girls we’re monitoring with knocks, but all in all, we’re fit and healthy.
"[Hannah] will be on the bench. It’s more an introduction and, depending on how the game goes, we’ll see how that develops, but it’s just really good to have her back in the squad.
"She’s been in full training now for a couple of weeks and we can actually invite her back into the squad now and allow her to be a part of matchday again."
With City currently sat atop of the FA Women's Championship, Morgan has called on his players to concentrate on their preparatory work in training this week in order to stay there over Christmas. 
"From our point of view, it’s always been the same: one game at a time," he continued. "We take each game at its own merit and we hope to win every game, of course.
"Every time we play, we say it’s our biggest week. Blackburn is no different. We want to get the three points and stay top of the table at Christmas. If we win, we’re guaranteed to do that.
"We’ve got to go out there and show what we’ve been working on in training over the last week and play to our ability. We respect Blackburn, but if we do that well, we can come back with three points."
