An own goal from Fraser Hornby handed City an early advantage before a leveller from Toffees skipper Morgan Feeney after the interval at Merseyrail Community Stadium.
Eppiah, however, pounced five minutes later with a fearsome volley to seal all three points for the Foxes on Friday night, leaving them four clear at the top of Group F after three matches.
Steve Beaglehole made four changes from the 2-0 success at Derby County in Premier League 2 seven days previously, but there was still a place for captain Hamza Choudhury to feature.
The 20-year-old midfielder, a graduate of the Club’s Academy, made his senior Premier League debut in a 2-1 victory over Tottenham Hotspur at King Power Stadium on Tuesday night.
With Eldin Jakupović, Ahmed Musa, Josh Gordon and the suspended Lamine Kaba Sherif out, in came Daniel Iversen, Eppiah, Kiernan Dewsbury-Hall and Darnell Johnson for City.
Following a lively start from the visitors, they were ahead after just six minutes when a George Thomas corner was inadvertently sent in by Toffees striker Hornby.
In the ninth minute, City almost doubled their advantage through another in-swinging corner from Thomas, but a powerful header from Sam Hughes flew narrowly over.
Josh Browler then took it upon himself to try and haul Everton back into it, although his shot, following a marauding gallop through the middle, was deflected into Iversen’s grasp.
A relatively uneventful end to the opening 45 minutes wouldn’t have concerned Beaglehole too much, with his youthful side in control of matters in midfield.
After the restart, it appeared that the Under-23s manager had called for more urgency from his side, though, with them launching assaults on host goalkeeper Chris Renshaw’s net.
When Choudhury’s long throw landed to Connor Wood on the edge of the Toffees’ area, for a second at least, it appeared destined to give City a second in Merseyside. Just over.
The hosts swiftly countered and, when they won a free-kick in a dangerous position, Matthew Foulds located the head of Feeney to restore parity on the scoresheet.
Everton’s renaissance lasted just five minutes, however, with Eppiah slamming it beyond the outstretched grasp of Renshaw and into the top corner with a superb volley.
Key moment
Being handed a lead so early in the clash settled any pre-match nerves Leicester may have had at the home of last season’s Premier League 2 champions.
Having already defeated the Toffees in the league this term, the Foxes expressed themselves from thereon in with an assurance and composed performance.
Who impressed?
After returning to Beaglehole’s starting XI, Eppiah rewarded his manager’s faith with an enterprising performance in attack for the Foxes.
Already a threat before his stunning goal in the second half, the young Belgian provided his team-mates with a useful target in attacking positions throughout.
Where does it leave us?
A victory in Merseyside widens City’s lead at the Group F summit to four points following an earlier 3-1 success over Barnsley and a 0-0 stalemate with Portsmouth.
The four teams will play each other other twice, at home and away, before the final places are determined and two sides from each pool progress to the knockout phase.

Next for the Club’s Under-23s is a trip to Glanford Park on Tuesday evening to tackle Scunthorpe United in Round 2 of the Checkatrade Trophy (7:45pm kick-off).
