The Leicester City attacker, earning his 16th international cap, was in from the off at Cardiff City Stadium, where first-half goals from Daniel James and Neco Williams saw Craig Bellamy’s men earn all three points, despite Oscar Bobb’s early opener.
It was an uphill task for the visitors once Torbjørn Heggem was shown a red card straight after the break and the Dragons saw out the win on home soil, with Cullen playing 76 minutes before being replaced by Joel Colwill, while fellow Foxes Wes Burns and Dai Cornell were unused substitutes.
Remaining fourth in League A Group 4, they’re now level on points with Norway, and Denmark, who Wales host on Sunday, a 7:45pm kick-off at Cardiff City Stadium.
Elsewhere, Ryan Donnelly started a 1-1 draw for Northern Ireland Under-21s against Georgia in UEFA EURO U21 qualification.
The 20-year-old played the first half at Ballymena Showgrounds before being replaced by goalscorer Cole Brannigan, who levelled the scores following Khalid Doltmurziev’s strike, which had broken the deadlock.
Now guaranteed to finish third in Group F, Tommy Wright’s side are four points ahead of Georgia, but 10 behind leaders Germany and host second-place Greece in their final fixture at Mourneview Park in Lurgan next Tuesday (5pm kick-off).
