Over the past year, we’ve engaged extensively with our fans through our newly established Fan Engagement Framework and Fan Advisory Board (FAB). Your feedback, insights, and passion have guided us every step of the way, reinforcing our commitment to listen, engage, and act based on your input.

Supporters shared their views through surveys, Your 90 Minutes focus group sessions, matchday information points and prototype visits, to ensure as many voices as possible were heard. The feedback helped shape decisions including location and number of safe standing seats, as well as the communication and ticketing processes for affected fans.

Supporters in favour of safe standing cited examples such as improved crowd engagement and matchday experience at other clubs and many shared how standing areas could significantly boost the energy and atmosphere inside the stadium, making supporters feel closer to the pitch and enhancing their sense of connection.

Leicester City Chief Executive Susan Whelan said: “The subject of safe standing has featured prominently in supporter feedback in recent seasons, so it’s been important for us to get the process of its introduction right. Safety and crowd management is clearly a very important part of that and we’re grateful for the support of the relevant authorities in helping us to identify a solution that works for our stadium.

“This is clearly also about fan experience, giving choice to our supporters and an investment in our matchday atmosphere that can support the team on the pitch. In seeking to make well-informed decisions, we have provided a wide range of opportunities for supporters to contribute to the discussion. We feel the initial offering we have put forward reflects what we have heard up to now but is sufficiently scalable for us to adapt to changing demand in the coming years.”

Emily Burditt, on behalf of the fan representatives on the Fans Advisory Board, said: "We’re pleased the Club has actively listened to what fans want with safe standing and that they've worked hard to be able to get safe standing in place for us for next season. While we’ve been assured that safety is always the Club’s number one priority, we have challenged the Club during this process to make sure decisions made about safe standing also focus on improving atmosphere in the stadium, as that is a key priority for fans.

“We understand some fans may be disappointed that their current seat will, or will not, be in a safe standing area, meaning they may want to move to a new location, and we are happy the club has considered how to manage this as smoothly as possible for fans in their plans.

“ The Club has also shared with us how the number of safe standing places can be easily increased in future should the demand show that is needed."

Our consultation process started in November, when we worked with the FAB and FCC Working Groups to create a consultation framework that would help us hear views from as many fans as possible, utilising all elements of the Fan Engagement Framework.

For three weeks in December, we spoke to as many fans as possible across a variety of formats. We hosted matchday information points at the Brighton and Hove Albion and Wolverhampton Wanderers fixtures, where 182 fans shared their views with us. Around 70% of fans we spoke to on matchdays were in favour of safe standing, but some of those in favour didn’t want to sit in safe standing areas. Some expressed concern about their seats being affected and needing to move, especially families.

We held two Your 90 Minutes sessions, online and in-person. Supporters in favour of safe standing cited positive impacts on atmosphere and safety, but some were concerned about visibility, especially for children. There was debate about the location of safe standing with most suggesting it should go in areas where there is already persistent standing. Some fans felt that one large area of safe standing would work better, although some were concerned about the impact of possible relocation on Season Ticket Holders if that was the case.

All supporters were invited to view safe standing prototypes installed in the SK1 area in December, with supporters being welcomed to appointments, where they could test out examples of what safe standing might look like.

A total of 1,850 people completed our safe standing survey (80% of respondents were Season Ticket Holders and 20% were Fox Members). Fans were invited to share feedback on topics including whether they stand at games and why, whether they would like to relocate into safe standing areas and an open text box for fans to provide further feedback. The results demonstrated a vast spectrum of opinion across our fanbase, highlighting the importance of offering choice and flexibility.

Some key themes emerged from the open text question asking fans for further feedback:

Some respondents felt that safe standing could significantly improve atmosphere.
Some advocated for its placement near existing areas of standing or near away fans to generate more noise and atmosphere.
Safety and comfort – some fans were concerned about safety risks in safe standing areas such as crowd movement, surges and visibility challenges for shorter or disabled fans and families. Lots emphasised the importance of maintaining comfort in safe standing areas.
There were concerns from some about how the Club would prevent standing in designated seated zones once safe standing was introduced.

Timeline of Consultation:

November 2024: Setting the Consultation Framework: We worked with the FAB and FCC Working Group early to shape what the fan consultation looked like to ensure the voices of as many fans as possible were heard.
December 2024: Gathering Feedback: Over three weeks, supporters shared their views through surveys, Your 90 Minutes focus groups, matchday information points and in-person safe standing appointments, making sure every participating voice was heard.
January 2025: Analysing and Sharing Feedback: We reviewed the feedback and shared valuable insights with the FAB and FCC Working Group.
March 2025: Launch and Next Steps – Final decision to implement safe standing made and shared with the FAB and FCC Working Group before being announced to the wider fanbase. Announcement made alongside Season Ticket renewals with clear timelines and processes to support fans wishing to move into or out of safe standing areas, as requested by the FAB.

THE OUTCOME

Following the consultation process – which involved input from supporters, the Sports Grounds Safety Authority and the Club’s Safety Advisory Group – the Club has approved a proportionate, scalable installation for completion ahead of the 2025/26 season that:

Equips 5,610 seats for safe standing – 17.4percent of King Power Stadium’s capacity
Places LCFC in the top five among Premier League clubs for safe standing as a percentage of capacity
Addresses safety concerns in areas of existing persistent standing
Caters a level of initial demand that reflects the feedback we received in our consultation process
Provides variety of choice for supporters with different expectations for their matchday experience
Will positively impact matchday atmosphere

P and P1 – Rows T to PP (21 rows) – 672 seats

L and K1 – Rows T to PP (21 rows) – 766 seats
